Can a professed christian man of protestant faith who has been married and divorced 4 times convert to the Catholic Church ?

certainly. during the process he will be assisted in resolving anything about his current marriage or living situation that separates him from God’s grace so that he can partake of the sacraments worthily.
 
Atheists, Anyone can convert. RCIA is Beginning now in Every Parish; some lifelong Catholics I know Take RCIA to Learn more of their Faith, such as Our RCIA Director! RCIA has no obligation. 👍
 
As noted anyone can BEGIN the process to be received into the Church, but only those whose marriage “irregularities” have been resolved can actually be received.

If he isn’t currently married then there is nothing to impede his reception. Should he decide to get married again, he’ll have to resolve the prior marriages.

If he is currently married then he will need to get all prior marriages reviewed/resolved. Most RCIA programs do not let candidates proceed to the Rite of Welcoming with unresolved marriages.

One should apply for RCIA; any questions about Eligibility will be resolved Through the Priest, RCIA process. God bless.
