Canon 919 One who is to receive the Most Holy Eucharist is to abstain from any food or drink, with the exception only of water and medicine, for at least the period of one hour before Holy Communion.
Is a breath mint food? I don’t think so, no one takes a breath mint for any other reason than to treat their breath. It doesn’t provide any nourishment nor is it perceived by anyone as food (unlike say hard candy).
