Sure. A scapular is basically intended to be a layman’s version of a religious habit. If he or someone he knows has the sewing skills and it wouldn’t get him in trouble with his superiors if they found out – or if he is willing to be as discreet as possible and take the chance of not “passing inspection” of his uniforms – he could also sew the scapular pieces (minus the neck strings) into a hem of his uniform. He may prefer to continue to carry the scapular in his pocket and he is free to do that.
