Does everyone have a Guardian Angel?

If so when were they created? Is there a new Guardian Angel every time someone is conceived?

Or are there a set amount of Guardian angels that watch over many people.

Yes the Church teaches us that each of us has a guardian angel from conception to death.
What we don’t know is if our guardian angel is one on one with us exclusively or if it is also guardian angel to others as well. The Church is silent on this but it doesn’t really matter.
Angels were created by God before humans.

From Fundamentals of Catholic Dogma, Ludwig Ott, p. 120, it is certainly so from baptism:
b) Every one of the faithful has his own special guardian angel from baptism. (Sent. certa.)
Father John Hardon taught about the angels “They were created before the human race.”

Thanks a lot so they are our own personal intercessor they watch over us and pray for us/intercede for us in addition to the Virgin Mary and the other Saints?

The Church teaching:

CCC 336 From its beginning until death, human life is surrounded by their watchful care and intercession. “Beside each believer stands an angel as protector and shepherd leading him to life.” Already here on earth the Christian life shares by faith in the blessed company of angels and men united in God.

There is a lot to explore about the angels on this site.

It is good to know that they are pure spirit and do not have a physical body. Artists can’t paint something they cannot see, so they paint angels like humans with wings. When God so desires he can allow the angel to take the form of a human in order to help someone or make an announcement like St. Gabriel did to Our Blessed Mother.
 
The answers are:
Yes
They were created before time existed, all the Angels of Heaven were created and were given the choice to serve GOD. Those who rejected HIM were cast down from Heaven as Jesus Himself said.
I doubt that we can count how many Angels GOD created. But I don’t think we should worry about that.
Also they are our Guardian Angel only while we are alive. Their task is ended upon our departure from this life.

I don’t recall the exact verse, but I remember that Jesus described how the children had angels who could see the face of God. Perhaps someone can recall the verse. He was answering someone’s question and describing why we should love the children since they have angels who are in contact directly with God the Father.
 
If you read the part of Thomas Aquinas Summa Theologica which deals with angels, he examines a lot of interesting questions about their nature.
For example he considers the speed of their travel and whether angels are located in specific places. In doing so he comes very close to predicting Einstein’s theory of relativity.
