Does God call all to repent during their lives?

Take infamously wicked men/entities, such as Adolphus Hitler, Aleister Crowley, Bill Clinton, Joseph Stalin, ISIS, Illuminati, etc.; Does God lead these people to repent, or put it in their hearts to do so? Does God ever try to win these people back from the clutches of the evil Lucifer and restore them to the salvation they were created to receive?

Obviously, we cannot claim to say that we know every thought and interaction that has crossed these people’s heads and lives, and thus, cannot make individual claims regarding one’s recalling into salvation, however, we do know that God desires that no one perishes, and we also know how some of these men’s lives ended (Adolf committing suicide, for example). With these factors considered, it is not definitively possible to determine whether some of these men received urgings or not.

Does the Church have any official statement on this? If not, what are your thoughts on the matter?

Hebrews 17:30 - “The times of ignorance God overlooked, but now he commands all people everywhere to repent,”

I don’t mean to take anything out of context, but this verse gives a good idea of what God wants I think.

Well this is why we have guilt. The human person has the capacity for guilt, which precedes repentance and is necessary for the true action of such. God does give everyone their chance, because He gave us a free will by which we can understand our wrongdoings and misgivings and learn to choose right from wrong, all in cooperation with God’s grace which He freely gives to us.
 
God loves us all so much HE presents us with choices so often. And even if we think we are good already HE presents us with choices that will make us better. He is always calling us to good. MHO.
 
The Church provides the sacrament of Reconciliation specifically to encourage people to repent from their sins while still alive and going about their business. As for people who do evil things during their lives, we have no idea their state of mind. They may well be mentally ill and operating under some sort of diminished responsibility.

BTW I see what you did there casting Bill Clinton in with Hitler, Stalin and ISIS. Although I personally think Bill was a disgrace to the Democratic party, I’m not going to lump him in with mass murderers.
