Does perfect contrition release us from the obligation to confess??

Hello. I am a bit confused about what the Church teaches regarding perfect contrition. If a person committs a mortal sin and, theoretically speaking, repents with perfect contrition, does that mean that he or she does not have to go to confession? Clarification would be greatly appreciated. Thank you.
 
Confession is still required. The Catechism of the Catholic Church (CCC) states, “When it arises from a love by which God is loved above all else, contrition is called ‘perfect’ (contrition of charity). Such contrition remits venial sins; it also obtains forgiveness of mortal sins if it includes the firm resolution to have recourse to sacramental confession as soon as possible” (CCC 1452, emphasis added).
