Does televised Mass fulfill one's Sunday obligation?

I am somewhat confused by the proliferation of Catholic Mass on TV. In the past, I thought it was a quiet convenience for shut-ins.
If a person watches the Mass on television, responding appropriately and with reverence, would he or she fulfill their Sunday Mass obligation? If not, what is the purpose of televising the Eucharist?
