Does the Catholic Church actually teach that Hell cannot be empty?

Do you think the devil would love for people to think that everyone made it to heaven and that all died in a state of grace?

Does “Work out your salvation with fear and trembling” make sense if God is going to save everyone anyway?

People have been peddleing universal salvation for all time.

They’ve always been wrong!
No one here is preaching universal salvation.

They’re merely raising the question of whether it is theoretically possible, according to Church teaching, for all human beings to have died in a state of grace.

Since we know that God wills the salvation of all and gives everyone the grace necessary for salvation, if only they will receive it, it seems to me that we must hold open the theoretical possibility.

That is far different from saying that God will “save everyone anyway,” regardless of their response to Him. Like the OP and others who have posted, I suspect that Hell is in reality considerably more populous than I (or God) would like.

Think of it this way. We have all heard that Satan wants nothing more than for people to believe he does not exist. That just makes things that much easier for him. If we do not believe anyone will go to hell, we are telling people, don’t worry, you wont go to hell, no matter what you do. Then we will at that time be helping him in his insidious work.
