Does the Church encourage silent reverence before Mass?

I watch presentations on ChurchMilitant.tv – the Vortex. It has been suggested that the Church is discouraging people visiting (talking, laughing, etc.) in church before Mass, from contemporary music, etc. and moving toward a more reverent and ritualistic posture with quiet and more prayerful music at church before and during Mass. Is this accurate?

This is certainly the stance that Pope Benedict takes. Mass is a time for worship; not recreation or socializing.
