Does the devil really have dominion over the earth?

In Luke 4:6, the devil said " To thee will I give all this power and their glory; for to me they have been delivered, and to whomever I will I give them, Therefore if thou wilt worship before me, the whole shall be thine".

does this mean that the devil has dominion over the earth? If so, who has delivered it to him?
