A charge leveled at those in authority (e.g. the Pope) by those who disagree with what that person teaches.
 
It is arguably either authority based on dogma or dogma based on authority! In any case neither is an adequate basis… 🙂

“By their fruits you shall know them” is the clue to the only sound basis for both.
