East begs Pope to make Constantinople a patriarch

I have heard that before constantinople was a patriarch that the east pretty much begged the pope to make them a patriarch…ive heard that they said something like “like a son begs a father”…does anyone knows who said this and in what letter…thank you in advance and God bless you
