I’m not sure, I just recognize the photos as being from a conference of Eastern Catholic Bishops held March 4-6, 2009 in Gaming, Austria (see this video: Holy Liturgy).

All that can be surmised is that he must be an Eastern Catholic priest from the Old Country. Had he not been already ordained, he may have been eligible! 😉
