Eastern Patriarch is "Most Divine All Holy"?

I’m confused about one of the titles given to the Eastern Orthodox patriarch of Constantinople.

His Most Divine All-Holiness

Are the EO really supposed to consider him the most divine and all holy? This doesn’t seem in line with a “first among equals” mentality among the patriarchs.

I don’t even recall the Pope having a title as extravagant as this in the Western tradition.

His Divine Beatitude Patriarch Theodore II, Pope and Patriarch of Alexandria

His Holiness Patriarch John X, Greek Orthodox Patriarch of Antioch

His Most Godly Beatitude Patriarch Theophilos III, Greek Orthodox Patriarch of the Holy City of Jerusalem and all Palestine, Syria, beyond the Jordan River, Cana of Galilee, and Holy Zion
 
Alexandrian Patriarch has title of “Judge of Universe” along with “Pastor of Pastors” and “Teacher of Teachers” etc. Perhaps it is just because Greek tradition has different view on those titles?

I understand he would be Pastor of Pastors (Pastor of Priests and Bishops he oversees) or Teacher of Teachers (because of similar thing), but Judge of Universe seems very… interesting to me. I think this was pre-schism title associated with Alexandrian Patriarch declaring the date for Easter but I am not sure.

Also keep in mind that by “All Holy” and other titles they name the function he has, not him as a human being.
