Epimanika under or over the Sticharion?

Which deacons in the Rutenian Recension of the Byzantine Rite are allowed to wear their Epimanika over the Sticharion (not just the podryasnik/anteri/ rason) as priests do? I thought I read somewhere (now unknown) where it’s a special disctinction given some deacons?

My Eastern deacon is absolutely by the book and he wears his Epimanika over his Sticharion and has done so ever since being ordained. I cannot seem to find out where that is specifically allowed and I’m fairly certain my deacon is neither ignorant nor dismissive of vesting norms. Thanks.
 
Since the Deacon’s Sticharion usually has wider sleeves than the Priest’s Sticharion, the cuffs should be worn by the Deacon on the cassock and under the sleeves of the Sticharion.

I’ve never heard of a Deacon wearing them over the Sticharion.

Well he does and has done so since being ordained. I guess I will have to break down and ask him. I’m certain he was told to do so but I do not know the situation behind it.
 
None of the 3 I’ve seen wear them over. Two were those who accompanied His Grace Gerald up here.
