That’s almost certainly true for Mass on Sunday but might not be during the week, which appears to be the situation the OP is talking about. The first Mass of the day in my parish this morning, a Wednesday, was over in 23 minutes. While that doesn’t necessarily exclude the possibility of Communion past the 60-minute mark following the licking of the cooking/eating utensil, it certainly wouldn’t have been “well past” that point and could have happened before it.
In this particular case, I agree with Fr. ACEGC that licking a few drops of sauce isn’t “eating” and thus doesn’t violate the fast. For someone who actually ate before Mass during the week, however, 40 minutes may not be far enough in advance to observe the Eucharistic fast.
