Evangelical baptisms

Browsing through the forums I am under the impression that Catholic dioceses across North America tend to accept evangelical baptisms. This confuses me. Yes they use the correct form and matter (Trinitarian formula and water), but is not the correct intent (which the Church says is necessary) lacking? Evangelicals tend to view baptism as a symbolic reflection of an interal reality which has ALREADY occurred previously. When the Church baptizes she intends to bring about an ontological change. I was baptized in an evangelical denomination (with water and the Trinitarian formula) and received conditional baptism upon entering the Church.

It’s a pastoral matter, to be handled pastorally.

One may argue that whatever is lacking, the Church supplies upon the reception of the Convert.

However, since so many Protestant churches are so sloppy about how Baptism is administered–I’ve heard it done without Trinitarian invoaction, or in the name of the “Creator, Redeemer, and Sanctifier”–I think it would be well to receive all converts by at least conditional baptism.
