Infallible? In what way? In just speaking generally? Then no he is not. The way you infer as if he is an infallible Pope is the very ammo used by Protestants that everything a Pope does or says is infallible which history has shown is not the case. Which meaning were you going for? God Bless 🙂

Infallible in the sense of declaring faith and moral issues.

Only if he was speaking ex cathedra. Not everything he says on faith and morals is infallible. Such statements must be qualified as infallible by the statement itself. I don’t mean to belittle his statement or diminish its importance and wisdom, but he was not speaking infallibly here. Correct as he is, he was making a prudential judgment.

I concur with Apocrypha: We must be careful not give the protestants more ammo, especially when it is grounded in a misconception of our own making. For clarification on papal infallibility, consider reading this by Catholic Answers. God bless.
