The Bishops did issue such a statement, and it was quickly repealed for being absolutely out of line with Church teaching and bordering on heretical. One of the groups most heavily involved in disseminating the truth and challenging the U.S. Council of Bishops was the Association of Hebrew Catholics. There were many good things said in the document, and its intentions were good, but ultimately it directly contradicted both Scripture and Church teaching and was removed. It was never intended as authoritative according to its authors, and the problem was quickly addressed.
