Evangelizing to children outside the Catholic Church

I was wondering if there is a Church teaching on this subject.

At a family gathering a few years ago, a Catholic man was speaking to the children of parents of another faith, and telling them how their faith was false and the Catholic Church is true, and attempting to talk them into going to Mass, reading books on revelations/apparitions etc.

Is it allowed or encourage to speak this way to children of another faith? The parent’s were not present (meaning within earshot) and did not know this was happening until later when their children shared it with them and another family member told them they had seen/heard this occurring.
 
The parents were very disturbed, though they understand this man is very serious about his faith, surely he would be horrified if anyone tried to tell his children their faith was false and tried to get them to read material on another faith.

I think he did a disservice to his faith by behaving this way, and giving the appearance of being sneaky and disrespectful, and to attempt to put a wedge between the parents and children.

The family member who witnessed this said the man said he was attempting to save the children as he believed the faith of the parents doomed them to hell.
 
It is very disrespectful to try and subvert parental authority.
