You mean the 1996 excommunication of the people int the SSPX chapel in his diocese? That is a good question. My impression was that no one there had actually been excommunicated because they ceased engaging in the divisive actiuvities that lead to the threat. However, I may be wrong. If I am wrong (a very real possibility as I am relying on memory) then I do not see them as related. The people there were not excommunicated because they were SSPX, they were (threatened to be?) excommunicated because theywere engaging in active and public resistance to the bishop.
