I understand we must fast for an hour before Mass, but I am confused as to whether we are supposed to fast 1 hour before Mass begins or before we are to receive communion?

Off the top of my head, I think it is one hour before communion. I beleive in the old days it was three hours.

The minimum one hour fast is prior to receiving Communion.

Can. 919 §1. A person who is to receive the Most Holy Eucharist is to abstain for at least one hour before holy communion from any food and drink, except for only water and medicine.

§2. A priest who celebrates the Most Holy Eucharist two or three times on the same day can take something before the second or third celebration even if there is less than one hour between them.

§3. The elderly, the infirm, and those who care for them can receive the Most Holy Eucharist even if they have eaten something within the preceding hour.

My personal recommendation is not to set you standard at “minimum”. I know that some people who claim to respect the rule have eaten just before Mass, saying that Mass is an hour long, and then it turned out to be shorter, so they ended up not respecting the rule.
