Has anyone else heard of this priest? It seems he is an entertainer, and has been doing this off and on for years.

Is it a hoax?

Yes, that church is decidedly not Roman Catholic:

Our church recognizes equally both women and men serving as valid Catholic deacons, priests, and bishops in apostolic succession. Clergy may be single or married. Celibacy in not mandatory amongst clergy.

We maintain the Seven Sacraments of Baptism, Penance, Holy Eucharist, Confirmation, Marriage, Holy Orders, and Annointing of the Sick. The Sacrament of Marriage is offered to both same and opposite sex couples.

Please note that the Polish National Catholic Church (in many places known as simply the National Catholic Church) left the Old Catholic Union of Utrecht precisely over the issue of ordaining women.

They do not do so, and are in conversations with the Holy See to be reconciled, as I understand.

The church is definately not Roman Catholic (RC). It is considered Catholic (or “catholic” with a small ‘c’). There are many Catholic churches out there and most claim valid Apostolic succession. They claim that there is only one Catholic Church but there there are many denominations. The Roman Catholic Chrurch is just one of many Catholic denominations. Only the Roman Catholic Church recognizes Rome’s authority.
