It is said that the confession should be offered in reparation for offenses against the Immaculate Heart.

Do I offer this silently/internally, or do I vocally say this to the priest in the confessional box?

(Similar question for offering the Eucharist: silently offering is sufficient…?)
 
I don’t think you need to tell the priest. I am doing these now and last time I just stated my intention vocally out loud at home before I started all the elements and then renewed it silently to myself for each one (since I was in church for some of them and didn’t want to be making a vocal announcement in the middle of Mass at Communion time for example, or in the really quiet church during Confession time).
 
I don’t think it is necessary to say it to the priest. You can offer it within the depths of your Heart and God who sees everything will accept it.
