Flagging a post?

Can someone tell me how to “flag” a post? I saw mention of this in the forum rules and guidelines but I can’t seem to find a button or anything. Maybe I’m looking right at it.

Click on the three dots at the bottom of the post, and a flag option will come up.

No, look at the bottom of my post, not the three buttons after the last post… Do you see the 3 dots? Click that and you will see the flag options.

It is blocked for New users, but I see that you were promoted 5 days ago from New to Basic. You should be able to flag posts, according to this article (which also tells the criteria for promotion):

Swordsman, I think we have a 2 week/ post quota wait time to be able to use more functions. In the meantime before I could flag a few days back, I came across one new thread that was malware spam. The other identical thread had already been flagged so I tagged that user to flag the thread I would have flagged myself. It worked out well.
I was granted flag privileges when I became a member.
