If I’m not taking this out of context (which I don’t think I am but here’s the link:newadvent.org/cathen/09053a.htm) I think that morally neutral laws are to be obeyed but obviously for extrinsic reasons. You can sometimes disobey them if they are ridiculous -“A law plainly useless or a fortiori injurious to the community is no true law” (Catholic Encyclopedia). So this makes sense since all morality is basically prudence and prudence is action under right reason. So clearly a law that is unreasonable is not to be obeyed.
But since the majority seem against this view, I am willing to see if I am wrong.
