When Jesus was on the cross He says these words to God the Father. Why does He say this, doesn’t God the Father already know that the people do not understand the implications of what they are doing?

I would think Jesus did this for several reasons:
To show us the extent of His Mercy and His Love for us, despite how we treat Him.
As an example of how we are to treat others who mistreat us and how we are also called to ask for mercy for others.
To show that, even though Jesus and the Father are one, He has to communicate with God with Father. Even though God knows our thoughts and intentions, He still wants us to bring them to Him.

I’m thinking that when he said “Them” he was speaking for ALL of us for all time…the offenses that would continue to be committed against Him…

Jesus was both fully God and fully man. Just like we do, he also asked forgiveness, only he was so holy that he asked for us instead. And he gave himself as the ultimate sacrifice.
That is my “just-woke-up-off-the-top-of-my-head” answer.

Jesus did LOTS of things he didn’t have to do, and said lots of the things to the Father he didn’t have to vocalize.
He did it for us, that we could see Him, and in Him see the Father.
So yes, God the Father does understand all of it, already, since before time.

Well, if we assume that God is omnipotent, then God must also be omniscient (since knowing is a capability). If God is omniscient, then God not only knows what you mean, but knew before the universe began that you were going to say it.
When we pray to God, we do not do it for God’s benefit. We do it for our own, or publicly and for the benefit of others (so that they feel assured that others care enough about them to pray to God for them).
In this particular instance, I would suggest that Jesus, who knew full well that his disciples could hear, was demonstrating mercy and compassion. In part he was doing this, as Annunciata said, for all of us who would follow and who would inevitably sin. In greater part, he was forgiving his betrayer and his murderers, and thus being the role model that his disciples have needed ever since: infinite compassion.
