There are several factors that have contribution in the process so called decision making by an agent. First agent is exposed to a situation which required decision and that allows the agent to have consciousness about the situation. The decision is made in subconsciousness as a result of interaction between different part of mind, namely logical thinking, intuition, instinct etc. The outcome of decision is however is unknown to consciousness mind until this process is complete in subconsciousness. This makes the phenomena anomalous since the process is done in subconscious mind, the place that we have no consciousness on it whatsoever and also because the point of split in state of subconscious mind is anomalous. This also means that no external agent could possibly become aware of outcome of decision by observing conscious mind until the information about decision is retrieved to conscious mind.

The conscious mind can and does discard solutions that are offered by the subconscious mind, as the conscious mind is able to weigh all the factors which is not possible in the subconscious mind.

The conscious mind only judge about the solutions and the process of discarding is left to subconscious mind as subconsciousness mind has to weigh all the factors as you mentioned. Suppose you have two solutions for a situation when a decision is involved. This means that two solutions exist as two separate states of mind in your consciousness and mixed two states of mind in subconsciousness. The process of decision making is done by subconscious mind and it leads to discarding one solution from mixed states at point of split when one solution is selected versus other one. The process is anomalous since it works with a mixed states and separate them at point of split; and also because it is done in subconscious mind.

Exactly. In fact conscious mind is the focal find for experiencing all information that retrieve from subconscious mind. Without consciousness we couldn’t feel alive since we couldn’t experience anything. Desire and intuition are retrieved from consciousness when it is needed and in conscious mind we could experience them. In simple word there are two main responsibilities for consciousness mind namely to bring a state of mind to focus and allow that that state of mind to be experience whether that state of mind is a question a desire, anger, happiness, good, evil etc.

The situation is a little difficult when you have two choices since both choices exist as a mix state of mind in subconscious mind. Depending on the situation either both or one conscequtavley are brought to consciousness mind for judgement and discarding by subconsciousness mind.
