Does one have to make a particular effort at developing/practicing the fruits of the Holy Spirit, or do they just appear as one progresses in holiness?

One does not strive for or practice the Fruits of the Holy Spirit. They are given to those who under the guidance of the Holy Spirit live a life of grace, obeying the commandments, doing the corporal and spiritual works of mercy, loving God and his people, doing your best to avoid sin.

Firstly, look at your own opporative words. “Holy Spirit”, The gifys are from the HOly Spirit. The Holy Spirit does not come at your will. He is a gentle man and comes only when invited. One must be sure of their asking that the desire comes not from the flesh, but from the Heart of God within us.
Next, it is NOT we who desire in the heart of God within us but God Himself with in us.
Hense it is a gift from God that we ask questions as you have. Remember Jesus to Peter with Peter acclaming Jesus as the “Son of the Living God”
Jesus reply to that answer Peter gave . Jesus said “It is not man who gave you this information but My Father in Heaven”

Galation’s 5:22 tells us of the gifts of the spirit. But that reading is not by itself.
Read also 1 Corrinthians 12, and especially 13 that tells us about the love that comes pushing against our humanness giving us the desire to seek more of God till as John said “I must deminish that He should become all”
To help build you can read James 3: 5 which will keep you in line with God, that you do not boast other than that JesusChrist is Lord of Lords and King of Kings.
That He alone is the Truth the Life and the Way.
There is NO other.

In becomming nothing is to say that all I am and all I have belongs to You my God, take it and do with me what you will, that You can be glorified by Your own deeds.

Well I hope that that helps it is a small step to the Little childhood, which is to Love God without condition being considered by yourself.
God bless

As stated above, they are freely given as the Holy Spirit wills.

However, the more you achieve a life of holiness the more receptive to the gifts you will be and the more likely you are to be given them.

the gifts of the Holy Spirit are given in baptism, strengthened and empowerd through Confirmation. The fruits of the Holy Spirit are just that, the product of living in the Spirit, conforming mind, heart and will to God, and develop as the result of surrendering to the Spirit. They are the attributes that develop in the individual and in the community that trusts in God, seeks to discern and accomplish God’s will, and asks the Holy Spirit to guide them in all they do.
