I meant a choosing a diocese where one is not resident to sponsor a seminarian. Maybe I was confused by his wording(perhaps he meant that he might live in one of those dioceses for a little while before seeking candidacy).

Some dioceses will accept candidates from outside of the diocese but not all. Some dioceses view this as vocational poaching and do not like to do this without consultation with the diocese where the candidate lives.

I ran into this in my discernment.
