Since the Taxi driver won’t be able to pay the fine, the PRC will probably throw him in Jail and deny his family his meagre income.

I had a friend who was a Cabbie in NYC who was forced to drive through a red light to avoid being rear-ended by another driver on the icy roads. He did this in front of one of NYC’s finest who waved him go through as he watched the other driver stop about 1/3-way into the intersection.

My friend did it only to save his car and 2 points, and that was enough for the police officer. Your cab driver did it to save a life, and that still isn’t enough for those Red Chinese thugs!
