GIRM... is it the same to all country?

is the GIRM made by catholic bishops conference or made by the Holy See? is it the same on all country?
 
The GIRM originates at the Vatican (in Latin, I believe). It is then the responsibility of each Conference of Bishops to translate the text and define local adaptaions where allowed. I think they must submit their translation and amendments to the Vatican for final approval. Therefore, it may be slightly different in each country.
 
There are two parts to the GIRM. The GIRM itself is from Rome and is the same everywhere. There are, however, “adaptations” that are found in the appendix and these are related to the national conference of bishops. These adaptations modify the basic section of the GIRM.

I amagine some Catholic Universities have it in their bookstores. I visited Mt. Saint Mary’s University recently and while it is a college and seminary, it had it (I bought one)…
