God Commanded Genocide

I’m listening to one of Scott Hahn’s CD’s he mentioned nowhere else outside of Deuteronomy is there an explicit command of genocide warfare and this command was not given by God but by Moses with God’s permission. I thought I may have seen God’s command elsewhere in the Bible perhaps Leviticus, Joshua? Does anybody know?
