He sued because he could not celebrate Mass during the shutdown. Now they are retaliating.

The answer in my mind was simple. A priest is to celebrate mass daily. If he does so and there happens to be people there while he does it then fine; the government cannot tell him he can or cannot do this. Whether the government pays him for those services or not is another story. He should have just done it and kept quiet about it.
