In South Bend, the St. Mother Theodore Guerin Traditional Latin Mass Community celebrated the first Holy Mass, which by the way was ad orientem 10 feet away from an awful murder site- an abortuary. This abortuary is 1/2 mile away from the university of Notre Dame. Oh what great blessings the lord has given us!! I read the article linked to in the OP, and I don’t believe Notre Dame has anything to do with this besides accidental geographic proximity.

Just as a point of clarification: There IS a Traditional Latin Mass Community at Notre Dame (sponsored by the Children of Mary club on campus,) but that’s separate from the St. Mother Theodore Guerin community.
As far as I know, there’s no rivalry; it’s just a matter of geographical limitation, since I and some of the other members of the ND TLMC are unable to get to the latter’s Masses, devotions, etc. on a regular basis. When we do not have access to the Extraordinary Form on campus, we will often carpool to the beautiful St. Patrick’s, where their Community is located, but it’s a bit of a hassle to do every week. They are doing wonderful things, though!
(Disclaimer: I’m about to graduate from St. Mary’s, across the street from ND, but my spiritual nourishment in college took place almost totally at Our Lady’s University.)
At Notre Dame, the orthodox Catholic community is growing steadily, and ND has gained more faithful Catholic professors in recent years. The resources are there. We just need to seek them out!
