False. If you’re in mortal sin, you should be praying very hard as well as getting yourself to Confession as fast as possible. If somehow you can’t get to confession or are having problems with ceasing your sin, then you must pray for God’s help.
There is no prohibition on you touching blessed sacramentals when you’ve sinned. They’re not going to burn you or melt or be desecrated. Even if the guy didn’t want to pray on his beads, he can count prayers on his fingers and still pray a Rosary.
