In the legal sense? I would not think so… but if you did it over and over, perhaps;

I suppose if you were to taunt somebody, and used “You’re rude” as part of the taunt, that could be harrassment, sure.
Generally speaking, though, it is not harassment to tell someone that you find some aspect of their behavior outside of the societal norms.
Personally speaking, it is usually rude for someone other than a parent or other person charged with a person’s education to be so blunt with them. A polite person will avoid correcting those over whom they have no authority whenever possible. But harrassing? That is something that you should have a legal right to be free from. I would hope that nobody thinks they have a legal right to be free of garden-variety rudeness yet.

That is the whole point. If you accuse someone of being rude you are insulting. However, I do not see any thing wrong to identify a behavior/attitude as rude.
