Has Russia been consecrated to Our Lady?

I picked up a recent issue of the Fatima Crusader and many people are upset that last October Pope Francis didn’t do this and that Mary’s wishes at Fatima continue to go unmet. But after 27 years of soon to be St. Pope John Paul II how could that be true especially since he was such a Marian Pope who I thought did do the consecration.
