Can you define Biblical etiology?

From St. Thomas’ Summa, Part I, Q. 1, Art. 10, when the Holy Bible gives the cause of the effect. His one example was: When Jesus explains why Moses allowed divorce. Moses allowed divorce because the people had hardened hearts.

I have never seen it in any other place.

I do not have the time or energy to search online–that is the truth.
