No, that’s not the sense that I would take from this verse.
Paul is talking about how God judges. In the past, Jews would have claimed a privilege: “I am beloved of God because I’m a child of Abraham.”
Now, however, Paul is preaching a salvation that comes aside from one’s ethnicity: salvation comes from love of Christ and adherence to His word. Therefore, if anyone points to another and says “he’s a sinner, so he’s damned,” Paul replies, “you have no logical argument to make here: if you point to a sinner and call him ‘damned’, you need to realize that you’re a sinner too. And, if he’s damned because he’s a sinner, guess what that says about you…”
Paul is pointing out (especially to Jews) that they can’t simply point to Gentiles and say, “look how bad they are!”
