Exactly where in scripture and tradition does the doctrine of Holy Saturday have its foundation? I mean in particular the phrase in the apostle’s creed where it states that He “descended into Hell.”

“Descended into Hell” is better translated "descended into Sheol (the abode of the dead). In Matthew 27, vs. 51-53, there is the implication that this occurred: “And suddenly, the veil of the Sanctuary was torn in two from top to bottom, the earth quaked, the rocks were split, the tombs opened and the bodies of many holy people rose from the dead, and these, after his resurrection came out of the tombs, entered the holy city and appeared to a number of people.” Also, the first epistle of St. Peter speaks of Our Lord preaching to the dead (1 Pet 3:18-19 and 4:6).

This article gives the history of Holy Saturday observance:

FYI: The observance of Holy Saturday isn’t a doctrine.
