The pastor of our church does ask for the children to come forward and be blessed; however, all he does is make the sign of the cross on their foreheads. This is something new since this new priest (right out of the seminary and from Haiti) arrived. He does this each time he says the mass, so it is confusing.
However, while this may be allowable (although I doubt it) in Haiti, that is not part of the Roman Missal. He needs to stick with what is in the GIRM and the Roman Missal and not insert rituals into the Mass unless these are already in existence.
