Does anyone know where to find information for a specific diocese regarding the position and/or rules regarding home instruction for CCD? Is it up to each parish according to circumstance?

The Church teaches that parents are the primary educators of their children. Parish religioius education programs are to complement this, not replace it. If a parent does not choose to put their child in parish religious education programs this is their perogative.

If you are encountering an issue, speak to your pastor. If that is not satisfactory, you may need to take your issue to the bishop.

There are a ton of great resources out there now for parents choosing to go this route also.

👍

The only thing I’d like to add is that “Religious Education” is often regarded as separate from “Sacramental Preparation”. (depends on the parish/diocese)
Sacraments are to be preformed as a parish community, and therefore the preparation for those Sacraments are often required to be done as a parish community, and often cannot be done privately on the side.

I agree however where I live, the pastors require participation in order to receive the Sacraments. So many parents educate at home, but for example in second grade before a child receives their First Holy Communion most parishes in my diocese require the children participate in a parish sponsored program or one that the parish approves of. I was told this is because even though the parents are the primary educators of their children the pastors have a responsibility to see that the Sacraments are taught properly.

Exactly.
This is the “separation” I was discussing… general “Faith Formation/Religious Education” (which can be done privately) is different than “Sacramental Preparation” (which is done as a parish community).
