I have seen it occur at the dismissal in both Byzantine Catholic and Orthodox Churches. It is traditional and perfectly legitimate to do so. I can’t remember exactly which one, but I remember seeing in a Ruthenian liturgical publication a note that said, “The homily may be given here or just prior to the dismissal.” My pastor has also mentioned that just prior to the dismissal is the traditional place for the homily.It does not always occur, but when it does it follows the Gospel reading.
