How can we as lay people help in situations like this?

Would this be something to bring to the attention of our local bishop in your opinion?
 
In principle, Catholic ministers licitly administer the sacraments only to Catholic members of the Christian faithful who likewise only licitly receive the sacraments from Catholic ministers. However, Protestants can, in some limited circumstances, receive the Eucharist. This is covered by Canon 844 of the Code of Canon Law and the Ecumenical Directory (no. 130). Basically, the precise criteria is up to the local bishop to decide but, essentially, the person needs to be unable to access their own minister (this can be due to the nature of the occasion), ask for it of their own accord (no open invitations), believe what the Church believes about the Eucharist and be properly disposed.

This is most probably what the Episcopal Vicar was referring to when spoke of practicing “eucharistic hospitality”.
 
I think all we laymen can do is to pray that the sacrament of the Eucharist is not abused at this Mass.

I doubt we could do anything about by writing to the bishop of the diocese where it is happening and even if that were probable time is not on our side.

We would not know with certainty if any non-Catholics received the Eucharist at that Mass. If they did we could not know if they did so in accord with Canon Law. So, all that is left to us is prayer.
