How did Carmelites end up as mendicants rather than monastics once the order reached Europe from the Middle East?

You’d think monasticism would suit them better considering they started out as hermits, right?
 
I suspect that’s one of those questions that will remain forever unanswered. There’s a very brief outline here:

Five years later Aylesford hosted a General Chapter (meeting) of Carmelites from across Europe. The hermits took decisions at that Chapter which led them to adopt the lifestyle of mendicant friars at the service of Church and Society.

Have any records survived of that Chapter meeting? That might give you your answer.
