How do I deal with beggars?

Hello,
Many times I have walked by beggars asking for money. Sometime I give them some money, other time not. I’m never really sure what to do. I feel sorry for their plight, but I fear they they will just waste the money on alcohol or something. I feel bad If I do nothigng for them though. I donate to food banks and volunteer at meals for the needy, but what should I do when I walk by someone begging for money? Is it enough just to say “hi” to them? What is the right thing to do when I encounter a beggar?
