How do I handle Tourette Syndrome, OCD, & Sin?

I have had Tourette Syndrome since I was age 7. Tourette Syndrome (TS) often occurs with other related conditions (also called co-occurring conditions). These conditions can include obsessive-compulsive disorder (OCD) (as in my case).such as things like Masturbation against self. I have two questions 1) is it a sin if it is due to Tourette Syndrome OCD? 2) Can you over confess it (like having scrupulosity) as is with Tourette’s OCDs such as this?
