Good point. My wording was vague.
In Romans 11:25, Paul wrote: I do not want you to be ignorant of this mystery, brothers and sisters, so that you may not be conceited: Israel has experienced a hardening in part until the full number of the Gentiles has come in.
Since Paul was divinely inspired, he knew that neither all Gentiles nor all Jews will convert, so full number doesn’t mean every last one. If it did, and all Jews converted too, then Satan would find no one for his final armies, which are like “sand on the seashore” according to Revelation.
