My question is, how does one become a Deacon in the Catholic Church? Is there a salary for this? Why does the Church not allow a married man become a priest?

Most diocese have a formation program that covers the academic, spiritual and pastorial training that is necessary. If the man is married, he must be at least 35 years old and married for at least 10 years at Ordination.
It is a service ministry, there is no salary. Deacons support themselves and their families via secular jobs.
On married men becoming priests, several of the Eastern Catholic Churchs DO Ordain married men. The Western Church ( Roman) does so only VERY rarely.
It maintains a celibate clergy as St. Paul said this was the preferred way ( I Corinthians 7:7-8), and who are we to disagree with St. Paul
